By God offering us eternal life and true security, it actually promotes better behavior, not worse.

The building of the Golden Gate Bridge might clarify this point. It was built in the late 30's, at a cost of about $77 million. But, it turns out that the greatest cost was the cost in human lives. About half way through, they realized that 23 men had fallen to their deaths. So, they decided to build a very expensive safety net out of stout manila rope. They found that in the second half of construction, not a single man died---and, on top of that, work productivity increased by 25 percent.
