Most of us would think that these kind of people need to serve some kind of time---to pay some kind of penalty. It's not because we are mean and vengeful, it's because we're caring---because we have a sense of justice. The fact that someone is sincerely sorry doesn't remove the need for justice. God's justice is definitely different from ours. But it's different in that he's more just than we are, not less. That's why being sorry, in and of itself, doesn't solve the problem between us and God.
